Tampa -- She's a mom on a mission. Dora Bell drives slowly down city streets looking for the car that hit her 12-year-old son Devan and his friend as they walked to school.

"I want you guys to look at the cars and be sure of the one it was," Bell says as she drives.

Bell canvasses the neighborhood with the boys in the backseat. She wants answers from the driver who pulled out from an apartment complex on South Westshore while the boys crossed in front on the sidewalk.

"By the time I got in front of the car, I got hit, and as I was getting up, I see my friend get hit and almost swept under the car," says Devan.

But what the driver did next left Bell stunned.

"He rolled his window down half way, asked if they were okay, and as they weren't even up off the ground, he left," said Bell.

The boys limped to school. A resource officer called an ambulance and police. Bell says Tampa police wouldn't file charges because the driver stopped.

But Tampa police countered, releasing this statement quote:

"We've made contact with the involved parties and we are currently investigating to determine if a crime has occurred."

The impact fractured Devan's fibula, and Bell says someone needs to be held accountable.

"I would like to see the driver charged with fleeing an accident with injuries," says Bell.
