Dade City, Florida -- A man charged with killing a health management worker in broad daylight has been deemed competent to stand trial.
Lucious Smith is accused of killing Stephanie Ross when she was delivering paperwork to Smith and checking up on him. Authorities say that's when Smith pulled out a knife and killed her at the small apartment complex in Dade City.
10 News has learned Smith underwent a mental evaluation and has now been declared competent to stand trial.
According to records, Smith has a criminal record dating back 3 decades.
