How high is the cost of justice in Polk County?

Winter Haven, Florida - The top cop in Polk County says, "We will chase you to the ends of the earth if you abuse our children."

Sheriff Grady Judd's deputies have hunted down suspects in Maryland, Colorado and, on Monday, they tracked down a suspect in Australia.

But getting those suspects back to the Bay area to face charges isn't cheap.

Earlier this year, Phillip Greaves II, who was living in Colorado, was arrested and extradited to Polk County, accused of distributing obscene material. Detectives say Greaves sent an undercover Polk County Sheriff's deputy an autographed copy of a book he wrote, "The Pedophiles Guide to Love and Pleasure."

Sheriff Judd says the book teaches adults how to rape small children. Greaves accepted a plea deal after being held in the Polk County jail for several months. He now has a felony conviction on his record.

The cost of the investigation and expenses and round trip flights to Colorado in the case amount to $7,519.71.

Back in 2006, a former deputy press secretary for Homeland Security was arrested and extradited from Maryland to Polk County. Brian Doyle was convicted and served a prison sentence for striking up sexually explicit conversations on his computer with a Polk County undercover detective who was posing as a 14-year-old.

The cost of fees for that investigation and for going to Maryland to extradite Doyle was $8,376.05.

Judd says the department does have investigative funds that they draw on in these types of investigations, but adds, "We're going to protect the children no matter what the cost. We've got two choices - we can allow our children to be victimized or we can go after them."

That's what happened to a suspect arrested on Monday in Australia. 53-year-old Christopher Lobban is the latest suspect to face extradition to Polk County. Lobban leaves behind a million dollar home in Western Australia while he sits in jail waiting to face charges in Polk County.

Sheriff Judd says Lobban met Robin Pagoria, a former Polk County detention deputy, through a special social networking website dedicated to those with a spanking fetish. He's accused of giving Pagoria instructions on how to abuse two girls in her Auburndale home. Investigators say Lobban told her to videotape it too. Pagoria is accused of lashing the kids 62 times while Lobban is said to have viewed the videos she uploaded for him nearly a dozen times. 

Sheriff Grady Judd says they have investigative funds that they draw on in some of the stings and they also charge the suspects so taxpayer's aren't on the hook for the costs of the investigation and extradition.

Sheriff Judd adds, "We're going to recover that money or a portion of it as much as we can so the taxpayers don't have to feel that pinch. We will never turn a blind eye to a child who is a victim in this jurisdiction. Never. If it means going to Australia to drag them back here to try them, we'll make sure they have a fair trial."
