Zephyrhills, Florida -- The lawyer representing the young woman who accused FSU's star quarterback of rape now wants Florida's Attorney general to step in to investigate what she calls a botched investigation.

Patricia Carroll says her client cried as she watched last week's press conference. Not only because prosecutors announced they wouldn't be filing rape charges against FSU's star quarterback Jameis Winston, but because she doesn't feel Tallahassee police or prosecutors conducted a complete investigation.

"My client is alleging still that he raped her on December 12th 2012. Absolutely," said Carroll speaking Zephyrhills, where her client lives.

WINSTON CASE: No charges filed

911 CALL: Interview video released

CASE DETAILS: Documents released

HEISMAN RACE: Six finalists for Heisman Trophy

Carroll pointed to a 248 page report released by State Attorney Willie Meggs. The vast majority of it focuses on her client, not the accused.

"152 pages into the victim of a rape," she said holding up the report released by the state attorney.

Carroll presented medical records that appeared to be doctored or switched as well as police reports that went unsigned. She pointed to omissions and inconsistencies and said lead detective Scott Angulo declined to take a DNA sample from Winston even after the FDLE urged him to.

"Do I believe that the complete failure of the investigation of a rape case was related to the fact that this gentleman was on the football team? I do," she said.

The investigation, says Carroll, became more of a campaign to discredit her client - concentrating on her client's phone calls and her DNA.

"Our review of this investigation leaves us no other choice than to call upon the attorney general of the state of Florida to conduct an independent investigation," said Carroll.

Four hours later, Winston appeared on ESPN. During a live interview about his upcoming championship game he was asked about today's accusations and again professed his innocence.

Carroll denied her timing had anything to do with FSU or Winston's bid for the Heisman trophy.

"You know I'm not focusing on football. Everything's not about football," she said, "Sometimes it's just about rape."

Asked whether her client was considering a civil suit again Winston, Carroll said not at this time. There was no immediate word from the Attorney general's office. They say they had not yet received Carroll's request for an independent investigation.
