St. Petersburg Fire Rescue says Henry Van Kesteren radioed shortly before noon that his plane was having landing gear issues.
Van Kesteren was eventually able to guide his Piper PA-30 down onto the runway without the landing gear lowered.
The pilot, who was the only person on board, was uninjured.
