Mother of baby thrown from car sues DCF, sheriff's office

Tampa, Florida -- The mother of a baby who was thrown from a car onto Interstate 275 says she's suing the Hillsborough County Sheriff's Office and the Florida Department of Children and Families.

DCF received a letter from 17-year-old Jasmine Bedwell, stating she intends to sue. In the letter, Bedwell claims that DCF mishandled her case and the negligence led to the death of her 3-month-old son, Emmanuel.

Police say last month, Bedwell's ex-boyfriend, Richard McTear, beat her and the baby, then took the child from his home and tossed him out of a moving car onto I-275.

McTear has been arrested on murder charges and faces the death penalty if convicted.
