New Port Richey, Florida -- New Port Richey Police have arrested the man who they say left a pipe bomb outside a home in New Port Richey Saturday.
Officers linked 24-year-old Harlin Bruce Miller, Jr. to the incident and were able to arrest him Thursday morning after they received a tip he had returned to his home.
