Lakeland, Florida-- A new report from Polk State Attorney Jerry Hill accuses city Manager Doug Thomas of "turning a blind eye to improper actions concerning Police chief Lisa Womack," a report announced Friday.
10 News received a copy of the investigation which says, "City Manager Doug Thomas did have real time knowledge and was cautioned about numerous improper administrative decisions made by Chief of Police Lisa Womack during her tenure."

The State Attorney is basing this on quote "sworn testimony of Tommy Hamrick, a Career Development Specialist with the city who resigned on September 6, 2013."
City Manager Doug Thomas responded with an email saying, "I strongly deny accusations that I would knowingly allow any Department Head to violate the City's personnel procedures."

He goes on to say that after Hamrick resigned, a judge found him to be untrustworthy and not a credible witness.
Thomas' statement finishes, "I will make myself fully available as part of the investigative process in response to the allegations."
